The VETS GWAC represents a government response to Executive Order 13360, which mandates that government agencies award 3 percent of their procurement budget to SDVOSBs. To help Government agencies meet this requirement more easily, VETS is an SDVOSB set-aside with a ceiling of $5 Billion that will be available to all Federal Government agencies for up to ten years.
